Una medida muy saludable y pertinente de las autoridades dominicanas ha sido la reapertura del mercado binacional de mercancías en la frontera dominico-haitiana. Dicho mercado intrafronterizo fue cerrado por los acontecimientos del pasado 7 de julio del asesinato del presidente haitiano Jovenel Moise, en el exclusivo suburbio de Petionviile, Puerto Príncipe, la capital del vecino país. De acuerdo, a las autoridades dominicanas, la reapertura se hizo atendiendo razones humanitarias y para no detener el ritmo comercial que se produce en esa área comercial de la provincia de Dajabón. Por esa comarca fronteriza, es donde se genera el mayor flujo comercial de compra y venta entre los dos países. La balanza comercial favorece al lado dominicano que venden nuestros productos a los nacionales haitianos que pernoctan y residen en puntos cercanos a esa demarcación fronteriza. Un estudio realizado por el Banco Central de la República Dominicana determinó algunos de estos resultados del mercado binacional Haití-RD. Por ejemplo, el flujo comercial informal en el 2017 ascendía a US$ 429.6 millones, de los cuales US$ 331.5 millones eran exportaciones nacionales y US$98.1 millones corresponden a importaciones. Según el mismo estudio de referencia, los principales rubros de transacción son, la carne de pollo, el arroz en puntilla, habichuelas, limones, productos agrícolas procesados, productos de hierro y acero, cementos, artículos plásticos, zapatos, ropas y textiles, entre otras manufacturas. De hecho, es por ese mercado donde descansa el mayor peso del comercio bilateral intrafronterizo. No es ni por vía marítima ni por la vía aérea. Este tipo de mercado de libre compra y venta en la República Dominicana está amparado mediante la Ley 216-11 del 31 de agosto de 2011, el cual regula los bienes y servicios en los mercados fronterizos, que incluye también a los mercados binacionales de Elias Piña, Pedernales e Independencia (Jimaní) estos dos al suroeste de la isla. La evaluación también recoge que en ese año 2017 el valor total de los bienes y servicios de la balanza comercial entre Haití y la República Dominicana arrojó un saldo de US$1361.4 millones, lo que da una idea más acabada de la importancia de ese comercio intrafronterizo y la necesidad de convertirlo en una zona económica especial de libre comercio que fomentaría las oportunidades en un área de menor desarrollo económico y social como es la frontera.
