Es innegable que en la actualidad y ante los constantes cambios del mundo, las ciudades están tomando un protagonismo significativo en el desarrollo económico y social, en ese sentido, aquellas que buscan tener un carácter de inteligentes, sostenibles, conectadas y que, además, se optimizan utilizando tecnología como la videovigilancia, son la solución más viable para contener y reducir las repercusiones causadas al planeta, tanto las ambientales como las socioeconómicas. Sabemos que más de la mitad del mundo ya vive en áreas urbanas y que en América Latina ha habido un despliegue significativo de zonas que buscan la integración tecnológica, es así que la urbanización continúa dando forma a la trayectoria del crecimiento global de una manera sin precedentes.
Desde que se comenzó a utilizar el concepto de ciudades inteligentes, éstas han representado un gran desafío, puesto que la desigualdad, la contaminación e incluso un mal diseño o propuesta de ciudad promueven la inseguridad. Sin embargo, el tan mencionado concepto ha sufrido una utilización para definir a cualquier espacio que tiene una integración tecnológica.
La realidad es que se necesita que el uso de la tecnología este intrínsecamente relacionado con los objetivos que se tienen para los habitantes. Manuel Zamudio, Gerente de Asociaciones Industriales de Axis Communications, nos ayuda a responder tres preguntas clave para comprender cómo la tecnología debe ir de la mano para que una ciudad pueda considerarse realmente inteligente, de cara a los nuevos enfoques que el 2021 está ponderando.
1. ¿Por qué una ciudad no puede ser inteligente si no es segura?
Una de las preocupaciones más grandes de los gobiernos es atender la necesidad de seguridad, en este sentido ésta es una de las principales causas que debe buscar solventar el sector público en conjunto con el sector privado. La videovigilancia se ha vuelto imprescindible, pero no basta sólo con colocar una cámara en un punto estratégico, la evolución de las urbes está forzando a planificar con visión a futuro para qué queremos la tecnología y cómo va a ayudar a mitigar los riesgos.
Aunque el avance tecnológico sugiere que vivimos en una era más segura que antes, esto no siempre se traduce en la percepción de las personas con respecto a su seguridad individual y mucho menos colectiva. Ya sea porque la necesidad de sentirse seguro es tan fundamental para los seres humanos o porque continuamente se habla en los medios acerca de los incrementos de los actos vandálicos. El primer paso es entender que el tema de la seguridad está estrechamente relacionado con nuestros derechos como ciudadanos, y es el primer eslabón que se debe resolver en toda la cadena que conforma una ciudad, ese es el principal cambio conceptual que debe asumirse, de que una ciudad no puede ser inteligente antes de resolver la cuestión de la seguridad.
Para quienes trabajamos en este sector, la necesidad de sentirse salvaguardado tiene varias implicaciones. La principal de ellas, por supuesto, es la de navegar por una línea entre un nivel de vigilancia que satisfaga las necesidades humanas de sentirse protegido en entornos públicos y privados, sin causar preocupaciones sobre la privacidad individual, por ello, es necesario conocer los alcances de las cámaras de video, pues ahora el desarrollo de soluciones está estrechamente ligado a cumplir los objetivos de seguridad física y cibernética, sin mencionar los demás alcances ya comprobados.
2. ¿Por qué la eficiencia, automatización e inteligencia definen a las Ciudades Inteligentes?
Las smart cities tienen que ver en gran medida con la automatización y digitalización de los servicios que constantemente ofrecen y que van relacionados con la cotidianeidad, ya que todos estos tienen como objetivo mejorar la calidad de vida de los ciudadanos. Hablar de automatización e inteligencia, hace referencia al cómo una ciudad responde ante situaciones de diversas envergaduras, por ejemplo, la optimización del tránsito vehicular, la respuesta rápida ante incidentes, la mejora de los niveles de contaminación, etc. La base tecnológica de la transformación que requieren las ciudades, tiene su origen en el IoT, caracterizado por la incursión de dispositivos y sensores conectados a la Red como las cámaras IP, que tienen la capacidad de enviar información en tiempo real.
En este sentido, ha surgido la necesidad de que el sector público pueda entender el nuevo enfoque de lo que se conoce como videovigilancia, el cual, va desde una renovación de la tecnología análoga por la IP, además de diseñar y planificar una infraestructura tecnológica que permita capitalizar las ventajas y estar preparada para los retos, de tal forma que las soluciones se adapten a los cambios y desafíos de una ciudad. Es así, como una ciudad se volverá inteligente cuando logre amalgamar estos tres requisitos sensores de internet de las cosas (IoT), conectividad y datos.
3. ¿Qué se espera a partir de 2021 para las ciudades en América?
La pandemia dejó ver que muchos sectores no estaban preparados para una situación de riesgo sanitario, incluso el Informe Global de Riesgos en 2020 exhortó a tomar medidas por la creciente preocupación debido a las consecuencias del cambio climático, entre otros riesgos como los ciberataques, polarizaciones políticas, etc. No obstante, es bien sabido que 2020 fue un año sin precedentes en el mundo contemporáneo, donde todos los sectores tuvieron que reinventarse, adoptar un cambio cultural en las organizaciones para impulsar la agilidad y con ella la transformación digital. Este año en el Informe Global de Riesgos 2021, publicado por el Foro Económico Mundial, se aseguró que la pandemia por COVID-19 está exacerbando los desafíos geopolíticos y sociales en curso, por lo tanto, se necesitan, más que nunca, enfoques más innovadores y colaborativos para la resiliencia en todos los ámbitos.
En torno a las ciudades será necesario que se establezcan nuevos paradigmas en cuanto al uso de la tecnología donde es necesaria una estrecha colaboración entre el sector público y el privado. Romper los silos en las ciudades, puede ser un punto de partida para la resiliencia. Actualmente, en muchas urbes, los sistemas de vigilancia funcionan con componentes que no están directamente vinculados entre sí. Puede haber cámaras para el tráfico, para la vigilancia ciudadana, en los negocios o en el transporte público, pero con un alcance muy limitado de cooperación entre ellos, lo cual reduce las capacidades de los sistemas de video. La vigilancia representa un área típica en la que una ciudad puede volverse más inteligente cuando los datos seleccionados se comparten entre múltiples instancias interesadas. Al romper las barreras de individualidad, se pueden obtener beneficios tangibles de seguridad y optimización: para la ciudad, para las entidades privadas y para los individuos.
Actualmente han surgido ejemplos notables de determinación, cooperación e innovación, particularmente con la colaboración entre el sector público y privado.
