La Dirección General de Bienes Nacionales vendió bienes por valor de 19.8 millones de pesos, en el marco de la subasta pública celebrada el martes pasado, en la que se licitaron activos fijos no financieros tales como vehículos, mobiliarios y equipos.
El Director General de la institución, Emerson Soriano Contreras, declaró que tenían dos años sin realizar este tipo de subasta, tomando todas las providencias a los fines de que la misma estuviera dotada de todos los mecanismos de control necesarios para su total transparencia, cuestión que se ha logrado gracias al esfuerzo mancomunado de las instituciones y personalidades que sumaron su concurso al personal de Bienes Nacionales para alcanzar ese fin.
A las formalidades señaladas por la ley para la realización de este tipo de venta se adicionaron una serie de requisitos sugeridos por una comisión de veedores que participó en la estructuración del procedimiento y ejecución de la misma, la cual estuvo compuesta por los licenciados Miguel Decamps, por el Centro Juan XXIII y Manasés Sepúlveda por el Consejo Dominicano de la Unidad Evangélica (CODUE).
De una publicación exigida por la ley, en un periódico de circulación nacional, donde debe anunciarse la fecha de la celebración de la subasta, se hicieron dos; el plazo que debe mediar entre la fecha en que se anuncia y la fecha de la realización es de siete (07) días y se dio un plazo de veinte (20) días; y además, se enviaron mediante cartas, avisos de su realización a todas las instituciones públicas, lo que permitió que, de 72 licitadores que tuvo la más concurrida (año 2006), el número de participantes aumentara a 152.
Además de los veedores participó, en calidad de testigo, el señor Persio Maldonado, director de El Nuevo Diario y representantes de las instituciones públicas encargadas de hacer controles a este tipo de ventas, entre las que se encontraron: La Cámara de Cuentas de la República Dominicana; el Ministerio de Obras Públicas y Comunicaciones; la Contraloría General de la República y la Dirección General de Compras y Contrataciones Públicas, esta última con un rol de soporte técnico no vinculante.
