SANTO DOMINGO.- El Ministerio de Relaciones Exteriores firmó un convenio de cooperación interinstitucional con la Junta Central Electoral (JCE) que permitirá dar facilidades a los dominicanos residentes en el exterior para la expedición de la
Cédula de Identidad y Electoral, la inscripción en el Registro Civil, entre otros servicios, a través de las sedes de las misiones diplomáticas acreditadas en el exterior.
El convenio, rubricado en el Salón Verde de la Cancillería por el canciller, arquitecto Andrés Navarro, y el presidente de la JCE, Roberto Rosario Márquez, establece que la diáspora dominicana tendrá a su disposición mejores facilidades para la expedición de cualquiera de los referidos documentos, en el marco de un proceso de modernización y de mejoría de los servicios que ofrece el organismo de los comicios presidenciales y congresuales.
Entre los servicios que se ofrecerán a través de las misiones diplomáticas dominicanas en el exterior se encuentran, captura de datos biométricos, datos de contacto con el ciudadano, impresión electrónica de los certificados de acta de registro civil, y la tramitación para el registro de actos civiles, entre otros.
Precisa que el acuerdo, que tendrá vigencia por dos años (renovables), es extensivo a todas las áreas y atribuciones de ambas instituciones, en materia de identidad, actos del Estado Civil y representación extraterritorial del Estado frente a sus ciudadanos, especialmente en lo relativo a las acreditaciones de la nacionalidad de los hijos de dominicanos nacidos en el exterior.
Se trata de un paso agigantado en el propósito de la Cancillería de colaborar en la implementación de una aplicación informática desarrollada por la JCE desde los recintos consulares dominicanos en el exterior, “lo que permitirá agilizar de los servicios de expedición de la cédula, el empadronamiento de los ciudadanos con derecho a ejercer el voto, la verificación de los registros del Estado Civil para la emisión y renovación de pasaportes, así como la tramitación de los registros con calidad para ser transcritos en los libros ordinarios del Registro Civil de la República Dominicana.
Ambas partes se comprometen en el acuerdo-piloto inicialmente en dos ciudades de los Estados Unidos, específicamente en los consulados de New Orleans, Lousiana, y Los Ángeles, California, con perspectivas de extensión del plan en el resto de 58 misiones diplomáticas dominicanas a nivel mundial.
