La Cámara de Comercio y Producción de Santiago ponderó la ejecución de gobierno de la actual gestión al cumplir el primer año al frente del país. La institución empresarial de Santiago destaca que ha sido un año complicado durante el cual los sectores público y privado han tenido que superar un tema prioritario, como es la salud.
Al hacer el recuento de las luces y sombras de la gestión del presidente Luis Abinader, en el periodo 2020-2021 se destacan, en primer orden, el manejo de la crisis planteada por la pandemia COVID-19 con todas sus implicaciones como, preservar la salud, el freno de la economía, muchos sectores cerrados, y un sinnúmero de ciudadanos sin ingresos. A lo anterior, debe sumarse la extraordinaria implementación de la vacunación masiva a toda la población. “En medio de la situación descrita, el haber mantenido la estabilidad macroeconómica ocupa un lugar preponderante”.
Carlos Iglesias, presidente de la entidad, destaca de igual forma, el avance en lo relativo a la institucionalidad y la transparencia en el manejo de los temas de interés público, en especial, la conducción del ministerio público y la justicia de forma independiente a los partidos políticos, y, la separación de funciones entre legisladores y el Poder Ejecutivo. “Este solo hecho marca un antes y un después en la vida pública nacional”, continua la nota.
La Cámara de Comercio que aglutina al sector empresarial de Santiago, resalta el rápido relanzamiento de los sectores productivos, de manera particular el sector de zonas francas que apenas disminuyó sus actividades durante la pandemia; lo anterior, complementado por la producción local, el buen ritmo de las exportaciones y la recuperación de las inversiones, tanto nacionales como extranjeras.
Otras situaciones e iniciativas que dinamizan la economía, como la bien lograda estabilidad cambiaria, el dinamismo mostrado por las remesas de los dominicanos en el exterior y el plan de la primera vivienda, contribuyen de manera importante al crecimiento proyectado entre un 8 a 9% en el presente año 2021.
Como es de esperar no todo en color de rosa, y, en este orden, entre las sombras se identifican al nivel de endeudamiento en que el país viene incurriendo, así sea por la situación provocada por el COVID-19. Ese endeudamiento sumado a la disminución del PIB en el año 2020, provocaron un aumento porcentual de la razón deuda-PIB, aunque debe destacarse que ya viene cediendo al recuperarse el PIB. No obstante, esto conduce a la necesidad de plantear y aprobar una reforma fiscal, la cual constituye a su vez, un gran reto para el gobierno.
La entidad empresarial plantea entre las sombras, los casos vinculados a funcionarios que han sido sometidos a investigación ante la Comisión de Ética constituyen, sin dudas, un aspecto negativo. Otro elemento a considerar es el efecto inflacionario provocado por el alza mundial de los commodities y de los fletes, los cuales han impactado los precios internos de los alimentos y de materiales de construcción, principalmente.
En adición a lo expuesto, la Cámara de Comercio y Producción de Santiago destaca algunos retos que tiene por delante el gobierno del presidente Abinader, como son, la reforma al Código de Trabajo, que viene afectando sensiblemente el desarrollo del sector empresarial y del empleo, de igual manera, la reforma a la Seguridad Social, prestar mucha atención al Código Procesal Penal, así como, en especial, al proyecto de ley de Extensión de Dominio, concluye la nota.
