La transacción de manejo de pasivos realizada en el mercado local permitió canjear bonos que poseían un valor facial de RD$92,427 millones y tasas de interés de hasta 16.95% por dos nuevas emisiones de bonos en moneda local a 7 y 10 años con rendimientos de 8% y 8.6%, respectivamente.
Santo Domingo. El Gobierno de la República Dominicana, a través del Ministerio de Hacienda, realizó una transacción de Manejo de Pasivos en el mercado local que permitirá una reducción en el servicio de deuda de RD$74,908 millones para el período 2022-2027.
La transacción además disminuye el costo de financiamiento en 66.2 puntos básicos y aumenta la madurez promedio de 7.83 a 8.92 años en el portafolio de bonos locales en pesos.
El valor nominal retirado fue de RD$92,427 millones y comprende la recompra de once emisiones de títulos del Ministerio de Hacienda en moneda local. Estos títulos fueron cancelados con la emisión de dos nuevos bonos, uno a siete años y otro a diez años. El bono a siete años se colocó a una tasa de rendimiento del 8% y el de diez años a un rendimiento de 8.6%. La distribución de colocación de estos nuevos títulos destinados para la operación de manejos de pasivos ha sido de RD$23,807.7 millones en el de siete años y el resto, RD$81,399 millones en el de 10 años.
El Ministerio de Hacienda contó con la participación de inversionistas internacionales los cuales accedieron al mercado local a través de “notas de depósitos globales” (GDN, por sus siglas en inglés), obteniendo una participación de más de RD$15,000 millones en ofertas de recompra.
Esta transacción se realizó con la asesoría de los bancos internacionales JP Morgan y Citibank, aprovechando las bajas tasas de interés prevalecientes en el mercado local que permitieron realizar un manejo de pasivos, recomprando bonos a vencer en los próximos años y fondeando la operación (con dos títulos nuevos a mayor plazo) con mejores condiciones de mercado, reduciendo así el riesgo de refinanciamiento y el costo de deuda.
“Esta operación de manejo de pasivos obedece a la estrategia de endeudamiento que posee el Ministerio de Hacienda para darle sostenibilidad a la deuda pública, logrando reducciones importantes en el servicio de la misma en el corto y mediano plazo”, afirmó el ministro de Hacienda, Jochi Vicente.
Expresó que, además, la institución irá estructurando el perfil de vencimientos de deuda que tome en cuenta las previsiones de manejo de caja, en miras a tener mayor holgura presupuestaria.
En ese sentido, la viceministra de Crédito Público, María José Martínez, explicó que con esta operación se reduce el riesgo de refinanciamiento del país y se refleja un manejo proactivo de la deuda en línea con las mejores prácticas internacionales que permiten al país acercarse cada vez más a la meta de llegar a grado de inversión.
El Ministerio de Hacienda explicó que los rendimientos de los bonos domésticos han experimentado una marcada tendencia a la baja desde mediados del año 2020, colocándose en niveles históricos. Desde inicios del año 2020 hasta el 31 de mayo del 2021 los rendimientos benchmark del Ministerio de Hacienda, a través de los títulos MH2026, MH12030, MH12032 y MH12040 han disminuido 218.3 puntos básicos (pbs), 215.0 pbs, 198.5 pbs y 272.0 pbs, respectivamente.
Entre las principales razones detrás de esta marcada tendencia a la baja resaltan las actuales condiciones de financiamientos a las que se enfrenta el Gobierno dominicano en el mercado local, hacen factible la ejecución de Operaciones de Manejo de Pasivos que disminuyan significativamente la tasa promedio ponderada del portafolio de deuda.
