Establecen nuevas modalidades trabajo servidores públicos

SANTO DOMINGO, R.D. Mayo, 2021.- El Ministerio de Administración Pública (MAP) estableció nuevas modalidades que modifican las condiciones y horarios de trabajo para los servidores públicos del Gran Santo Domingo, como parte de las nuevas medidas adoptadas por el gobierno para combatir la propagación de la COVID-19.

Entre esas medidas, el licenciado Darío Castillo Lugo, titular del MAP, citó el teletrabajo total, el teletrabajo intermitente y las jornadas de labor recortadas y diferenciadas, las cuales se podrán aplicar de forma combinada, según las condiciones institucionales y las características de los servicios que ofrecen a la ciudadanía.

Las disposiciones están contenidas en la Resolución número 100-21 emitida el 27 de mayo del 2021 y firmada por Darío Castillo Lugo, la cual fue enviada a ministros, al Contralor General de la República, al Consultor Jurídico del Poder Ejecutivo, al Director General de Presupuesto, a los directores generales, nacionales y ejecutivos, administradores generales y nacionales, titulares de los órganos y entes descentralizados, adscritos y desconcentrados.

La circular establece el teletrabajo total para los servidores que cuentan en su hogar con facilidades de ancho de banda de internet adecuado, con equipos tecnológicos para el desarrollo de sus labores con eficiencia, asegurando siempre los niveles óptimos de productividad, al tiempo que recomienda que esta modalidad se aplique en los casos en que la naturaleza de la labor, no requiera necesariamente de la presencia de los servidores.

Asimismo, dispone la modalidad del teletrabajo intermitente, que consiste en asignar a los servidores días para trabajar desde su hogar y días para trabajar en las oficinas públicas, garantizando la presencia del 50% de estos en la institución, al tiempo que recomienda que bajo esta modalidad los colaboradores no permanezcan más de una semana ininterrumpida en teletrabajo.

Otras medidas que dispone son las jornadas de labor recortadas y diferenciadas para los servidores que no cuentan con facilidades para el teletrabajo, a fin de evitar la presencia en las oficinas de las instituciones públicas de una cantidad de empleados que propicie el contagio y ponga en riesgo la salud de los colaboradores y los usuarios, pero que a la vez garantice la continuidad de los servicios y los trámites.

En la resolución número 100-21 se establece para los colaboradores que laboran o viven en la parte oriental del gran Santo Domingo, que los órganos y entes públicos también podrán tomar medidas para establecer jornadas de labor recortadas y diferenciadas, como parte de las medidas de distanciamiento social y por los trabajos de las reparaciones del puente Juan Bosch.

Aunque precisa que bajo ninguna circunstancia, la jornada recortada será inferior a cuatro (4) horas de trabajo y que en todas las modalidades previstas los supervisores tienen la responsabilidad de dar seguimiento estricto a las labores de los colaboradores bajo su supervisión, a fin de asegurar el logro de los resultados y mantener los niveles necesarios de productividad.

También, especifica que en los casos en que sea necesario y posible, las autoridades facilitarán los medios para que los servidores puedan teletrabajar de forma eficiente y que en todos los casos, es responsabilidad de las autoridades y servidores públicos mantener las medidas sanitarias pertinentes en los espacios laborales, a fin de evitar el contagio y la propagación del virus.

Además, el MAP insiste en que se tiene que continuar con la aplicación de los protocolos establecidos por las autoridades sanitarias competentes, a fin de evitar la propagación del COVID-19 y que los centros de trabajo no se conviertan en un foco de contagio, tales como el distanciamiento social y el uso obligatorio de mascarillas.

Sostiene que la resolución aplica a los órganos y entes públicos, cuyas oficinas están instaladas o cuyos colaboradores viven en el gran Santo Domingo, mientras que para el resto de la Administración Pública, continúan vigentes y aplican las disposiciones establecidas mediante la Resolución núm. 039-2021, de fecha 19 de marzo de 2021.

También precisa que la resolución tendrá una vigencia de 45 días, a partir del viernes 28 de mayo de 2021, revisable y ajustable según se disponga por decreto del Poder Ejecutivo.
