SANTO DOMINGO. – Con el fin de seguir enfrentando el severo impacto que ha tenido la pandemia del COVID-19 en la economía nacional e internacional, el Decreto 396-21 establece considerables reducciones en gastos relacionados con viajes al exterior, la compra de vehículos de lujo, remodelaciones de alto costo, agasajos y celebraciones.
La disposición también alcanza las donaciones, obsequios, uso de instalaciones privadas para la realización de actividades, y hasta el uso de personal policial o militar asignado a funcionarios públicos, con muy contadas excepciones establecidas en el propio decreto.
Entre las medidas que destacan está la prohibición de salidas al exterior de servidores públicos en viajes oficiales que no cuenten con autorización previa y la consecuente compra de boletos aéreos.
De igual manera quedan prohibidas las compras de vehículos de motor, excepto aquellos utilitarios que sean imprescindibles para la adecuada ejecución de las funciones a las que sean asignados y debidamente autorizadas.
Igualmente, solo se autorizarán exoneraciones y exenciones de vehículos según lo establecen las correspondientes leyes aplicables y se denegará cualquier solicitud relacionada, que no tenga su base en alguna ley.
En cuanto a los vehículos oficiales, queda prohibido su uso durante fines de semana y días feriados.
Por otra parte, el Decreto 396-21 también busca racionalizar el uso del recurso humano asignado a instituciones y funcionarios, para lo cual ordena a los Ministros de Defensa e Interior y Policía realizar una profunda revisión del personal policial y militar a disposición de instituciones públicas y a servidores públicos y otros dignatarios para reducirlo a la cantidad estrictamente necesaria y eficientizar su distribución.
Además, queda prohibido el uso de flanqueadores motorizados en desplazamientos de los servidores públicos, con claras excepciones como la del presidente y vicepresidenta de la República, ministros de Defensa e Interior y Policía, director general de la Policía Nacional, procuradora general de la República, comandantes generales de los cuerpos castrenses, presidente de la DNCD y el director del DNI.
En el caso específico de la Policía Nacional se ordena la reducción de personal asignado a instituciones y funcionarios en al menos un 50%, para que el resto sea dedicado a la implementación efectiva de la Estrategia Nacional Integral de Seguridad Ciudadana “Mi País Seguro”.
La responsabilidad del seguimiento y de velar por el cumplimiento de este decreto presidencial queda a cargo del Ministerio Administrativo de la Presidencia y el Ministerio de Administración Pública, en coordinación con la Dirección General de Presupuesto y la Contraloría General de la República.
