El secretario general de la ONU, António Guterres, va a aspirar a un segundo mandato como jefe de la organización, según anunció este lunes su portavoz.
Guterres que asumió el puesto en enero de 2017 por un periodo inicial de cinco años, que se cumple al final de 2021, expresó a la Asamblea General y al Consejo de Seguridad su disposición a continuar en el cargo, explicó el portavoz, Stéphane Dujarric.
Desde hace décadas, todos los secretarios generales de Naciones Unidas han servido durante dos mandatos, con la excepción del egipcio Butros Gali, cuya reelección fue vetada en 1996 por Estados Unidos.
Guterres deberá recibir el visto bueno del Consejo de Seguridad, el máximo órgano de decisión de la ONU, y de la Asamblea General, en la que están representados todos los Estados miembros.
Según el portavoz de la Asamblea, Brenden Varma, los países todavía no han decidido cómo se llevará a cabo el proceso en esta ocasión ni las fechas exactas del mismo.
El portugués reemplazó al surcoreano Ban Ki-moon y su nombramiento fue respaldado por aclamación por los 193 países de Naciones Unidas, tras haber obtenido la luz verde de las potencias del Consejo de Seguridad.
Guterres fue elegido en un novedoso procedimiento, con el que la ONU buscó hacer la selección de su jefe algo más público y transparente, y en el que el diplomático se impuso a una decena de candidatos.
Su llegada a Naciones Unidas coincidió prácticamente con el desembarco en la Casa Blanca de Donald Trump, algo que ha marcado en buena medida el primer mandato de Guterres, que se enfrentó desde el primer momento a una Administración estadounidense muy crítica con la organización.
De la mano de Trump, EE.UU. -el mayor contribuyente al presupuesto de la ONU- recortó fondos en varias áreas y abandonó algunos órganos clave como el Consejo de Derechos Humanos.
A priori, con Joe Biden en la Presidencia estadounidense, Guterres podrá contar con una mayor cooperación por parte de Washington, que es además uno de los cinco países con poder de veto en un Consejo de Seguridad que sufre una profunda división desde hace años, lo que ha complicado sus labores.
