Santo Domingo, R.D., 12 de Mayo 2021.- La Cámara Americana de Comercio de la República Dominicana (AMCHAMDR), pidió fortalecer la protección efectiva de los derechos de propiedad intelectual para incentivar la innovación y la inversión extranjera en el país, a propósito de la reciente emisión del reporte “Special 301”, que mantiene a la República Dominicana en la lista de observación.
El documento, que anualmente elabora la Oficina del Representante Comercial de los Estados Unidos (USTR, por sus siglas en inglés) por mandato del Congreso norteamericano, establece los retos que tienen países como República Dominicana y otras 20 naciones de África, Asia, América Latina y El Caribe “para enfrentar las cuestiones relativas a la protección de la propiedad intelectual”.
“Para AMCHAMDR es relevante llamar la atención sobre el reporte del USTR, que es usado por los inversionistas extranjeros como referente para analizar los destinos a donde inyectarán sus capitales. Es preciso que las autoridades dominicanas se encaminen a la búsqueda de soluciones a los obstáculos que persisten en el desarrollo de la innovación del país, especialmente en el ámbito de las Tecnologías de Información y Comunicación”, dijo la entidad en una nota de prensa.
En este sentido, la Cámara Americana de Comercio se mostró en la disposición de continuar colaborando con el gobierno en la conformación de mesas de trabajo público-privadas para articular iniciativas que permitan solucionar temas vinculados al desarrollo económico y el fortalecimiento del clima de negocios, inversión y la propiedad intelectual en el país.
El informe de la Oficina del Representante Comercial de los Estados Unidos destaca positivamente la creación por parte de la Procuraduría General de la República de una nueva unidad de propiedad intelectual para reactivar el grupo de trabajo técnico contra la piratería y la convocatoria a un grupo de trabajo interinstitucional para mejorar coordinación sobre la observancia de la propiedad intelectual.
No obstante, recomienda abordar diversos aspectos de mejora para el país, entre ellos la coordinación de las agencias gubernamentales encargadas de cumplir la ley y proteger la propiedad intelectual, las que considera “deben contar con personal y financiamiento para operar”.
“Aunque han mejorado gradualmente los controles de Aduanas y de la Fiscalía Especializada en Materia de Salud contra la falsificación de mercancías, persisten obstáculos en la protección y aplicación de la propiedad intelectual (PI)”, dice el documento.
