Con el objetivo de fomentar la industrialización competitiva y sostenible del aparato productivo nacional, el Instituto Nacional de Formación Técnico Profesional (INFOTEP) y el Centro de Desarrollo y Competitividad Industrial (PROINDUSTRIA) suscribieron un acuerdo interinstitucional para dotar a jóvenes dominicanos de competencias necesarias para que puedan insertarse exitosamente en el mercado laboral.
El acuerdo suscrito por los directores generales del INFOTEP, Rafael Santos Badía, y de PROINDUSTRIA, Ulises Rodríguez, tendrá una vigencia de cuatro años y permitirá elevar el nivel de cualificación del personal humano y mejorar la productividad y los procesos de innovación en el sector industrial manufacturero de la República Dominicana.
Santos Badía expresó que el convenio consolida la relación que mantienen el INFOTEP y PROINDUSTRIA, con el interés de continuar desarrollando proyectos de especialización del capital humano de las industrias manufactureras, de cara a los desafíos que trae consigo la Cuarta Revolución Industrial.
Manifestó que, a pesar de la incidencia del COVID-19, en lo que va de año, el INFOTEP ha capacitado a 823 participantes del área manufacturera y que desde el 2015 a la fecha han sido capacitados 7,131 colaboradores de las industrias asociadas a PROINDUSTRIA, con la impartición de 358 acciones formativas.
Citó entre las acciones formativas impartidas, Buenas prácticas de almacén, Buenas prácticas manufactureras, Calidad y Productividad, Costos de Producción, Gestión de almacén e inventario, Análisis de costos de producción para el sector manufacturero, Liderazgo transformacional, Seguridad e Higiene ocupacional, Sistema de producción Kanban y Kaizen, o las Técnicas de 5s, entre otras.
Santos Badía refirió que “la Estrategia Nacional de Desarrollo (END) establece como eje estratégico la existencia de una economía articulada, innovadora y ambientalmente sostenible, con una estructura productiva que genere crecimiento alto y sostenido, con trabajo digno y que permita que el país se inserte de forma competitiva en la economía global”.
“En tal sentido, anotó, el presidente de la República, Luis Abinader, ha priorizado aumentar la productividad del sector industrial, así como, la calidad de los productos; la creación de cadenas de valor que aumenten los productos con vocación exportadora; mejorar la tecnología en los procesos industriales; modificar las leyes que regulan el sector industrial”.
23 parques de zonas francas y más de 20 mil empleados
De su lado, el director general de PROINDUSTRIA aseguró que esa institución tiene la responsabilidad de ofrecer variados servicios a la industria dominicana como son el registro y la calificación; pero, además, administra unos 23 parques de zonas francas en los que operan decenas de empresas con más de 20 mil trabajadores y trabajadoras.
“Cada día es mayor el número de inversionistas interesados en instalar sus empresas en esos parques, que lucían abandonados, y en los que ahora crece la demanda de mano de obra. Este acuerdo entre nuestras instituciones tiene una importancia capital en materia de capacitación de ese personal y del personal de todas las industrias del país”, expuso Ulises Rodríguez.
Manifestó el apoyo de su institución al INFOTEP en su compromiso de dotar de conocimiento, capacitación y actualización al capital humano, para alcanzar mayores niveles de productividad y competitividad del sector industrial del país.
Rodríguez respaldó la Consulta Nacional sobre el Futuro de la Formación Técnico Profesional que realiza el INFOTEP, para desarrollar y construir planes de capacitación, acorde con las nuevas necesidades de los sectores productivos, y que concluirá los días 28 y 29 próximos con un Gran Congreso Nacional.
El INFOTEP realiza desde hace tres meses esa consulta para dar respuestas oportunas a los cambios que trae consigo la Revolución 4.0 y conocer la opinión de sectores productivos, laborales, gubernamentales, académicos, religiosos, comunitarios y políticos, externos e internos, con miras a construir las bases conceptuales de lo que será ese sistema de capacitación en el país.
El convenio
Fue firmado en el auditorio del Edificio Corporativo Institucional (ECI) del INFOTEP, en presencia de otros funcionarios de esa institución y de PROINDUSTRIA.
El convenio incluye evaluar la divulgación de pasantías e inserción laboral para los participantes egresados de las acciones de formación impartidas por el INFOTEP; así como, la implementación del programa de Formación Dual, en las áreas de interés de las partes.
Adicionalmente, INFOTEP asignará técnicos a solicitud de PROINDUSTRIA para validar los conocimientos adquiridos de los participantes, a través de las capacitaciones ofrecidas dentro del Programa Nacional de Capacitación para las Industrias.
Para el desarrollo de las iniciativas que se desprenden de este acuerdo, las partes, elaborarán un plan de trabajo y presupuesto, con miras al logro del objetivo del presente acuerdo.
