Santiago.- El ministro de Industria, Comercio y Mipymes (MICM), Víctor –Ito- Bisonó, pasó balance al plan de relanzamiento de la industria del tabaco, luego de que el presidente Luis Abinader instruyera la creación de una comisión para relanzar esta industria bajo la coordinación del MICM.

El ministro Bisonó, coordinador de la comisión, presentó los avances relativos a los ejes estratégicos establecidos en el plan para consolidar al tabaco dominicano como líder mundial. Estos ejes son: financiamiento, infraestructura, capacitación, impuestos, cultura tabacalera, comercio internacional, encadenamiento productivo, regulaciones anti-tabaco y erradicación del comercio ilícito.
Bisonó dijo, además, que la industria del tabaco es una “potente maquinaria de empleos, que al cierre del 2020 presentó un incremento de un 11.6% respecto al 2019, mientras que a junio de 2021, aumentó un 8.4% respecto al mes de enero del mismo año, cifras estas que demuestran el rol protagónico de este subsector para la recuperación económica de nuestro país”.
Asimismo, agregó que en los aportes en materia económica de las exportaciones de Zonas Francas, el tabaco ocupa la segunda posición con valores exportados que ascienden a USD$ 604.7 millones entre enero – junio 2021, para un incremento de 17.5% con relación al mismo período del año anterior.
“Un plan al que no se le da seguimiento, solo es un documento de buenas intenciones. Por eso estamos aquí con ustedes, dando seguimiento al compromiso contraído a través de este plan presentado a la sociedad para, juntos, continuar impulsando una industria que aporta más de 100,000 empleos directos e indirectos a la economía nacional”, enfatizó el ministro Bisonó.
Resaltó que el Banco Central indicó que la industria tabacalera es uno de los sectores productivos de mayor relevancia en la economía dominicana.
Rendición de cuentas
El financiamiento, desde el pasado mes de noviembre, sobrepasa los RD$ 720 millones de pesos y como próximo paso en este eje, se trabajará en la categorización de los préstamos otorgados para fines de desagregación y medición.
En lo que respecta a la capacitación en este sector, en esta misma fecha se firmó el marco de aplicación de un programa piloto con el Centro Mipymes del ISA en Santiago, donde se iniciará un proceso de capacitación y asistencia técnica a Mipymes del sector tabaco.
Otros de los ejes del plan
También se avanza en las acciones respecto a la cultura tabacalera, a través del cual ya se remitió al Congreso Nacional un anteproyecto de ley para declarar al tabaco y al cigarro como patrimonio cultural, así como otros aspectos relacionados a la indicación geográfica cigarro dominicano, de la cual es titular el Instituto del Tabaco de la República Dominicana (INTABACO).
Los avances en materia de comercio internacional de este plan incluyen la canalización a las autoridades centroamericanas de una solicitud formal de acumulación, en el marco del Acuerdo de Asociación Económica con la Unión Europea, con la finalidad de hacer más competitivos a los productores nacionales.
Respecto al combate al comercio ilícito, se presentaron los avances alcanzados fruto del fortalecimiento y ampliación de las atribuciones del Cuerpo Especializado de Control de Combustible y Comercio de Mercancías (CECCOM) el cual, mediante el decreto núm. 55-21, tiene facultades adicionales para enfrentar el ilícito de productos del tabaco.
Sobre el plan
El plan de relanzamiento de la industria del tabaco fue presentado en noviembre de 2020 por el ministro Bisonó, en calidad de coordinador de una comisión creada para esos fines por el presidente de la República, Luis Abinader, en los primeros días de iniciada su gestión de gobierno.
La comisón, coordinada por el MICM, está conformada por el Ministerio de Relaciones Exteriores, el Ministerio de Agricultura, el Ministerio de Obras Públicas y Comunicaciones, el Ministerio de Interior y Policía, el Instituto del Tabaco de la República Dominicana (INTABACO), el Consejo Nacional de Zonas Francas de Exportación, la Gobernación de Santiago, el Banco Agrícola, Proindustria y ProDominicana.
Cabe resaltar que República Dominicana es el principal productor mundial de puros de calidad y uno de los mayores exportadores de tabaco orgánico del mundo. Las proyecciones estiman que para el año 2021, las exportaciones de este rubro superarán los mil millones de dólares.
