Santo Domingo, RD. – El presidente de la República, Luis Abinader, acompañado del ministro de Turismo, David Collado, presentó una plataforma, con nuevas herramientas de digitalización de trámites turísticos, como parte integral de la estrategia de transparencia.
Durante el evento se anunció la puesta en marcha de las plataformas CONFOTUR Online y Licencias Online. Con dichas herramientas, las empresas turísticas podrán solicitar sus clasificaciones para CONFOTUR, así como sus licencias de operación directamente en la página web de la institución, desde la comodidad de sus oficinas y hogares.
Collado, anunció que, como parte de la estrategia de Burocracia Cero, ha firmado resoluciones con el fin de eliminar documentos en los procesos de solicitudes de licencias. Por ejemplo, en las licencias de hoteles se redujo la cantidad de requisitos de 16 a 11.
En adición se introdujo el concepto de licencia temporal, para dar flexibilidad al usuario que durante el año 2021 y tras los efectos del COVID-19, pueda fortalecer sus expedientes sin tener que estar en la informalidad. También en el período se estarán haciendo dispensas sobre las moras y atrasos de las licencias vencidas. Finalmente, el Ministro también anunció la reducción de la tarifa en un 50%.
“Todo esto con el fin de dar flexibilidad, en un año de crisis, a que todos los establecimientos inicien sus procesos de formalización, y acceso a todas las iniciativas que el Ministerio hace para los formales. Pero al mismo tiempo estaremos reforzando las medidas en contra de la informalidad. Queremos equidad para todos”, fueron las palabras del Ministro Collado.
El presidente Abinader expresó que hoy se cumplen 6 meses de haber anunciado poner en marcha el programa Burocracia Cero, que tiene como propósito promover la eficiencia de la administración pública, a través de marcos normativos claros, transparentes que permita la simplificación de los trámites y servicios y la mejora de la realidad de las regulaciones.
“Hoy comenzamos a ver los primeros frutos en esta dirección. La plataforma que hoy presenta el Ministerio de Turismo muestra esa visión de innovación que siempre buscamos como un compromiso con la transparencia y el enfoque de mejorar los servicio públicos”, declaró el Presidente dominicano.
Durante la actividad, realizada en el Hotel Embajador se anunció la implementación del Registro Único Turístico, un identificador de establecimientos turísticos el cual será obligatorio incluir en todos documentos comerciales de las proveedoras turísticas.
Este RUT se encontrará además en la nueva Licencia Digital, TuCard, un carnet con código QR el cual llevará al que lo consulta a la información relevante del establecimiento, incluyendo el estatus de su licencia. Este código deberá ser también mostrado en los perfiles de redes y establecimiento para facilitar las verificaciones por parte de quién así lo solicite.
Además, los usuarios podrán acceder a la página web del MITUR y consultar utilizando el nombre, RUT y otros criterios, los diferentes proveedores turísticos. “Todo este esfuerzo es un paso hacia la gestión activa de la informalidad, y la mejora del servicio al sector” La tarjeta TUCard fue posible gracias a la empresa SlackCards, un emprendimiento de jóvenes dominicanos.
De igual forma, se mostró una plataforma completa de soluciones e inteligencia. Como parte de estas herramientas se dio a conocer el APP Ocupación, una plataforma donde Hoteles en todo el país diariamente informan al Ministerio de Turismo sus niveles de disponibilidad y ocupación hotelera, y a la vez pueden compararse con su región.
“Esta herramienta permite medir la efectividad de iniciativas, el desempeño a tiempo del sector, y nos entrega información valiosa para tomar de decisiones”, puntualizó Collado.
El evento terminó con el Lanzamiento del Sistema de Inteligencia Turística (SITUR). Este sistema combina la información generada por todas estas plataformas, con informaciones obtenidas de fuentes locales e internacionales, en coordinación con otras entidades del Estado.
Con esta herramienta, el Ministerio de Turismo da un paso hacia la innovación y transparencia, poniendo la información en el centro de la gestión moderna del Estado. El nuevo portal de Situr permite al usuario y potencia inversionistas, tener información de turismo de una manera fácil y rápida, así como informes recurrentes sobre el turismo, los destinos en República Dominicana.
