El Gobierno de la República Dominicana, con el apoyo y asistencia del Banco Interamericano de Desarrollo (BID), pone a disposición de la ciudadanía MapaInversiones+Módulo COVID-19, una plataforma digital integrada que detalla el uso que hace el Estado dominicano, de los recursos públicos destinados a mitigar los efectos de la pandemia en el país.
El portal provee información consolidada de los gastos ejecutados, contratos activos, cancelados, pendientes, terminados y suscritos desde que el país fue declarado en estado de emergencia nacional, ante la propagación del virus y la declaratoria de pandemia por parte de Organización Mundial de la Salud (OMS).
La plataforma emplea la herramienta digital MapaInversiones, desarrollada por el BID, en la cual se registran los proyectos de inversión pública del país. El objetivo es fortalecer la transparencia institucional mediante la divulgación de información y el impulso a la participación y el control de la ciudadanía en el gasto público.
Para acceder, los usuarios deben visitar el Portal de Transparencia Fiscal del Ministerio de Hacienda y dirigirse a la opción “Módulo COVID-19” o a través de https://mapainversiones.mepyd.gob.do/, donde podrán verificar datos actualizados de los sistemas de información o gestión de las diferentes entidades del Estado.
El Módulo COVID-19, también posibilita la interacción del ciudadano con la administración pública. A través de la opción “Sugerencias”, pueden solicitar información y enviar comentarios. Igualmente, con la política de datos abiertos, el usuario puede descargar las informaciones en formatos que permiten una mejor reutilización.
Esta plataforma es el resultado del trabajo conjunto de los ministerios de la Presidencia; Hacienda; Economía, Planificación y Desarrollo; y la Dirección General de Contrataciones Públicas (DGCP), con el objetivo de impulsar la transparencia y estimular la participación ciudadana en los procesos de seguimiento y supervisión del gasto público.
Su uso contribuye, además, a la alineación del país con compromisos internacionales como la Alianza para el Gobierno Abierto (OGP), el Estándar de Datos para las Contrataciones Abiertas (OCDS) y el Estándar para la Transparencia en el Sector de la Construcción (CoST).
