Rechazan organizaciones empresariales tarifas fijadas Salud Pública a trámites exportación e importación

Las instituciones empresariales revelan que a través de la Resolución No. 000026 el MISPAS busca imponer una tarifa a cada solicitud de exportación e importación que se haga a través de la Ventanilla Única de Comercio Exterior (VUCE). Recordaron que las exportaciones deben gozar de tasas cero y estar libres de impuestos y tarifas.

SANTO DOMINGO, RD. Tres organizaciones empresariales consideraron contraproducente y carente de toda justificación la resolución del Ministerio de Salud Pública y Asistencia Social (MISPAS), mediante la cual establece tarifas para autorizar las transacciones relacionadas con el comercio exterior, incluyendo las de exportaciones de los productos fabricados en el país.

La Asociación de Industrias de la República Dominicana (AIRD), la Asociación Dominicana de Exportadores (ADOEXPO) y la Asociación Dominicana de Zonas Francas (ADOZONA) declararon que a través de la Resolución No. 000026. el MISPAS busca imponer una tarifa a cada solicitud de exportación e importación que se haga a través de la Ventanilla Única de Comercio Exterior (VUCE).

Las instituciones empresariales señalaron que esta resolución obvia que las exportaciones deben gozar de tasas cero y estar libres de impuestos y tarifas.

Expresaron, además, que el MISPAS debió haber sometido a consulta pública la referida resolución para que los afectados pudieran expresarse como manda la ley 107-13 o por lo menos haberse discutido en Consejo Consultivo de la propia VUCE, el cual está integrado por instituciones públicas y privadas.

La AIRD, ADOEXPO y ADOZONA definieron el hecho como una nueva traba burocrática para exportar, que además de irregular se produce en un momento en que el país lo que más necesita es reactivar y fortalecer el comercio con los mercados extranjeros, generar divisas, crear empleos, la facilitación de comercio y la competitividad.

Indicaron que los sectores productivos esperan que Salud Pública, en lugar de establecer tasas o tarifas, se centre en agilizar las emisiones de los registros sanitarios, los cuales lamentablemente mantienen retrasos y trabas excesivas, a pesar del clamor y empeño que el sector privado ha puesto para que la expedición de los mismos sea más ágil.

Las organizaciones empresariales mostraron su disposición en colaborar con las autoridades del MISPAS para la agilización de los procesos y controlar a su vez el cumplimiento, tanto de los registros sanitarios, como de la calidad de los productos fabricados en el país, como de los importados, para que esto no constituya una competencia desleal en el mercado interno, en desmedro de la producción local.

Las dificultades en la obtención de los registros sanitarios por parte de las empresas locales y las debilidades en la vigilancia de mercado para evitar que productos importados se comercialicen sin el debido cumplimiento de registros sanitarios y el etiquetado, han sido una constante desde hace muchos años en la cual el Ministerio de Salud Pública y Asistencia Social debiera esforzarse para solucionarlo definitivamente, sin caer en la imposición de nuevas trabas.
