Sanz Lovatón afirma es un gobierno pro-negocios para crear empleos en el sector privado

El director general de Aduanas, Eduardo Sanz Lovatón, reafirmó su compromiso de continuar fortaleciendo las aduanas y declaró que se asume la visión de ser una gestión pro negocios. “Cada vez que podemos ver la manera de reducir la burocracia, cada vez que podemos achicar los procesos en beneficio de la gestión empresarial, lo hacemos”, declaró.

El funcionario sostuvo un encuentro-conversatorio con la Directiva de la Asociación de Industrias de la República Dominicana (AIRD) con la cual compartió información sobre el comportamiento de las aduanas en el presente año, los retos y avances sostenidos.

Sanz Lovatón fue acompañado por Gabino Polanco, subdirector técnico; Daniel Peña, subdirector de Tecnología, y Joanna Bonnelly, asesora del director.

Gestión
Sanz Lovatón indicó que las recaudaciones de Aduanas en el período enero-julio de 2021 se incrementaron un 25.08% con relación al 2019 (año en que no se sentía la pandemia) y un 51.18% con relación al 2020.

En cuanto al Despacho 24 horas, expresó que conjugar a todas las instituciones que tienen que ver con el proceso fue un trabajo arduo, y el 1 de junio pudo ponerse en marcha. El tiempo de desaduanización de los Operadores Económicos Autorizados (OEA) es de 13.6 horas, y el despacho regular ha bajado de 1.7 días a 0.96 días.

“Esta es la gran alianza público-privada. No se puede hacer sin el concurso del Sector Privado”, externó Sanz Lovatón. Indicó que se está trabajando en incluir a las pequeñas y medianas como operadores económicos aduaneros especiales y que ya se tienen unas 106 empresas certificadas y unas 786 que están en el proceso.

Afirmó que en el Comité Nacional de Facilitación de Comercio se ha obtenido un avance de 809% en el Acuerdo de Facilitación de Comercio, a través de siete mesas de trabajo.

Anunció que recientemente se recibieron los rayos X para el Muelle de Haina, lo cual lo pondrá en condiciones para certificarse y permitirá a los exportadores agilizar en ese sentido.

En cuanto a los permisos solicitados a través de Ventanilla Única de Comercio Exterior (VUCE) se redujo el tiempo de 6 días y 9 horas a 2 días y 15 horas.

Sobre la lucha contra los ilícitos, expresó que desde el inicio de la gestión se han decomisado 25.59 millones de unidades de cigarrillo (del 17 de agosto 2020 al 29 de julio 2021), así como 62 armas incautadas, más de 900 unidades de mercancías infractoras de derechos de marca (propiedad intelectual), 10,690 unidades de bebidas alcohólicas.

Relevancia de la industria

En sus palabras de bienvenida, Celso Juan Marranzini, presidente de la AIRD, señaló que el sector ha estado trabajando constantemente para fortalecer la producción nacional e incrementar las exportaciones e inversiones.

En el encuentro se presentaron los indicadores más importantes que reflejan el dinamismo de la actividad manufacturera a pesar de la pandemia, los que muestran que en el período enero-junio 2021, la industria local fue el 3er sector de mayor crecimiento, alcanzando un 14.3% de incremento. Las ventas reportadas a la DGII se incrementaron en un 40.9% y las importaciones de materias primas se incrementaron un 36% y en un 54% las importaciones de bienes de capital para la industria respecto al mismo periodo de 2020.

En el conversatorio, participaron los miembros de la Directiva Nacional: Circe Almánzar, Anyarlene Bergés, Yandra Portela, Ricardo Koenig, Richard Arostegui, Roberto Herrera, Campos De Moya, Carlos Fernández, José Luis Venta, Felipe Thomas, Eduardo Najri, Pablo Wiechers, Fernando Espinal, Elizabeth Mena, Alvaro Sousa, Christian Farach, Manuel Pozo Perelló, Raúl Peralta, Roberto Despradel y Marisol Vicens, quienes externaron algunas preocupaciones y preguntas que fueron abordadas por el Director de Aduanas y sus acompañantes.

“Una de las lecciones que nos ha dado la pandemia es la importancia de contar con un sector industrial con la resiliencia que muestra el nuestro. En esta pandemia hemos visto la labor tan importante de las Aduanas en el país. Aquí, cuando todo estaba paralizado, no faltó nada. En esta pandemia se ha agilizado más el proceso de desaduanizar, hasta llegar a 24 horas”, señaló Marranzini.
