Santo Domingo, R.D. Junio 2, 2021.- El Tribunal Superior Electoral y la Junta Central Electoral, conscientes de ofrecer un mejor servicio a las y los ciudadanos, han venido trabajando en la preparación de un procedimiento interinstitucional, que tiene por objeto implementar y desarrollar la interconexión de datos y accesos en línea de informaciones servidas por cada una de las instituciones, particularmente las contenidas en el Maestro de Cedulados y las Actas del Estado Civil, así como las Sentencias de Rectificación de Actas del Estado Civil emitidas por el Tribunal Superior Electoral.
El presidente del Tribunal Superior Electoral, magistrado Marcos A. Cruz García, confirmó que técnicos de estos órganos electorales han estado trabajando en este importante proyecto desde el mes de diciembre de 2020 y esperan tenerlo listo para el mes de julio de este año, a los fines de que los plenos de ambas instituciones queden en condiciones de aprobarlos y dar inicio formal a su implementación inmediata y definitiva.
La Junta Central Electoral tiene la base de datos de las Actas del Estado Civil, así como de los datos biométricos de todos los cedulados, mientras que el Tribunal Superior Electoral tiene un control de los procesos de rectificaciones de Actas del Estado Civil, por lo que ambas actividades impactan de manera recíproca en la ciudadanía sujeta a tales servicios, relativos al Registro Civil dominicano, en base a los documentos y/o procesos bajo sus respectivas administraciones.
El objetivo de este proyecto consiste en fortalecer la depuración y los procesos que impactan las Actas del Estado Civil, de los dominicanos que solicitan servicios en ambas instituciones, mediante el desarrollo o la inclusión de estrategias particulares y/o conjuntas, a los fines de optimizar continuamente los servicios que son competencia de cada una de las partes.
Tanto el Tribunal Superior Electoral como la Junta Central Electoral, tendrán canales de acceso de entregar y recibir expedientes mediante una red dedicada en línea, en este sentido, la Junta Central Electoral recibirá del Tribunal Superior Electoral, canales de acceso a las sentencias íntegras que este órgano dicta respecto de los procesos de Rectificación de Actas del Estado Civil, que anteriormente el canal era el propio ciudadano, este acuerdo hace que el mismo sea más rápido, seguro y confiable.
Este proyecto interinstitucional establece, que la Junta Central Electoral recibirá en las 158 juntas electorales que tiene el país, las solicitudes de Rectificaciones de Actas y de Reconsideraciones, que posteriormente serán remitidas digitalmente al Tribunal Superior Electoral, vía la interconexión de la red dedicada entre ambas instituciones, a fin de ser procesadas conforme a lo que establece la ley que rige la materia.
El Tribunal Superior Electoral podrá validar, a través del sistema de consulta, las Actas del Estado Civil, a los fines de verificar la información disponible en el sistema sobre el acta solicitada, sea ésta de: nacimiento, reconocimiento, matrimonio, divorcio, defunción, reconstrucción o transcripción.
La adecuada implementación de este proyecto interinstitucional será un paso importante en beneficio de las y los ciudadanos, el cual contribuirá a una disminución significativa del tiempo de respuesta para los usuarios que solicitan las rectificaciones de Actas del Estado Civil, permitiendo que los documentos depositados en las juntas electorales no tengan que hacer un recorrido físico como ocurre actualmente. Esta interconexión de plataformas tecnológicas y la red dedicada mejorarán de manera significativa los servicios que se ofrecen por parte de ambas instituciones.
